ORO Brexit Statement
Since the last ORO Technical Meeting (30 Nov. 2017) ORO members agreed that the first ORO BREXIT statement, published 07/2016, is an outdated document.
Therefore it is no longer available on the ORO Web Page.
ORO is currently preparing a new Brexit statement that addresses the concern of the poor development in the Brexit consultation seen in the past. Since political stakeholders have mention the "Hard Brexit" possibility, ORO has to consider this least wanted option in the new ORO Brexit statement, which is expected to be published in 02/2018.
For the time being, ORO would like to mention that UK based ORO Members should be considered as robust regulatory service providers for OR services - now and in the future.
The referendum in the UK on June 23rd 2016 that resulted in a vote for the UK to withdraw from membership of the European Union has resulted in some uncertainty as far as the European regulatory landscape is concerned. This statement is intended to try to bring some clarity to this situation. The key points, based on what we know today, are as follows: ...

REACH compliant imports!
ORO Information paper.
Seeking Downstream User status for imported chemicals can be a difficult and risky task.
According to the Regulation (EC) No. 1907/2006 (REACH), it is the obligation of the recipient of a product
containing chemical substances in the scope of REACH, especially when purchasing from outside the EU, to
clarify and document the individual REACH role (Importer / Downstream User) before a substance is placed on
the market - even when an OR is involved...

REACH in der Praxis
ORO veröffentlicht Best Practice Guidance
Article from Dr. Dieter Drohmann, President Only Representative Organisation (ORO) Dec. 2014 / page 6-7
[download article]

Position Paper 2014
Only Representatives and late Pre-registrations
Non-European manufacturers and formulators regularly appoint Only Representatives to take over REACH obligations from their European customers, the importers, at a time where their products are already on the EU market. They generally perform these ‘late OR appointments’ for commercial reasons; to reduce the administrative burden of their customers, to support their EU/EEA customers so they should not have to submit registrations themselves, to ensure
the confidentiality of their formulations, to give REACH compliance of their products in more competent hands, and most importantly, to service new customers and new markets, or those customers who only wish to do business if an Only Representative is involved.
